Software Center in Japan's Information Technology Promotion Agency,
a division of the national government charged with accelerating the
adoption of open source software in government and industry.

addressing technical shortcomings of OSS, legal issues, and by acting
as a resource for information on OSS for users and developers in Japan.
The OSS Center tracks pilot implementations of OSS with the goal of
using them as success stories to encourage other government and
educational organizations to specify open source. This presentation
will describe why Japan views adoption of OSS as a strategic
opportunity, the challenges being faced in increasing use of open
source, and the Open Source Software Center's strategies for
surmounting these barriers.
