Project 10-9 / Open Voice Bridge is an ongoing National Institutes of Justice funded project to demonstrate the use of open hardware and software technologies to deploy a work-in-progress project in the public safety space: speech recognition and generation for police officer field communications. Our technology works in and out of an officer's car, and provides the ability to query law enforcement databases and route voice communications. Our other partners include several local police departments and other nascent open source projects in this domain. We have found that open technology provides many unique advantages in this application; we believe our development model is easily transferable to other open technology projects for the public sector.
Bart is a 20-year veteran of open technology development. In addition to his work at Portland State, he is Secretary of the X.Org Foundation and Technologist in Residence at Oregon's Open Technology Business Center.
Warren is a leading academic researcher in software engineering and law enforcement. In addition to his work at Portland State, Warren is a Reserve Deputy Sheriff.
